Grants and Loans at different levels of Education in Norway

Loans are issued to students pursuing studies at Norwegian universities and colleges, or abroad and are approved by Norwegian State Educational Loan Fund (Lanekassen). Every semester, providing that the student has cleared all exams, portion of the loan is converted into a grant.

Ordinary Upper Secondary Education

Students with legal rights to ordinary upper secondary education may obtain financial backing from the Norwegian State Educational Loan Fund. All students in ordinary upper secondary education are entitled to receive:
  • a basic grant if you live at home with your parents  
  • a non-means-tested housing grant if you have to live away from your parents
Non-Means-Tested Grant:  The grant is meant to cover the cost of learning materials and essential personal equipment, and the amount given depends on the education program you pursue.
  • Applying procedure: Submit an online application for upper secondary education that can be found at vigo.no. Log on to the application by entering a personal identification number and password on the MinID (MinID is a personalised log-in system for accessing online public services from the Norwegian public sector). If you have not previously used MinID, you must register as a new user by choosing “Register as a new user" and feed in the details. 
Refugee grant: You are eligible for a refugee grant if you are in upper secondary education and have refugee status. If you hold a residence permit on humanitarian grounds, in that case, you’re not qualified for refugee grant.

Higher Education and Pupils in Education Other than Ordinary Upper Secondary Education

Higher education means education at university or college level. Students who are engaged in other forms of education, like county colleges, IT schools, technical vocational schools, etc are eligible for financial support.
  • Applying Procedure: Submit an online application for higher education that can be found at your personal pages "Dine sider".  Log on to the application by entering a personal identification number and password on the MinID (MinID is a personalised log-in system for accessing online public services from the Norwegian public sector). If you have not previously used MinID, you must register as a new user by choosing “Register as a new user" and feed in the details. Apply as soon as you have accepted your placement offer.

Documentation for Ordinary Upper Secondary Education and Higher Education Grants and Loans

Before applying for financial support you must have: 
  • a residence permit, enclosed with the letter from the Directorate of Immigration (UDI) stating the grounds on which you have been granted a residence permit.
  • a letter of admission from a Norwegian educational institution.
  • Norwegian personal identity number (personnummer) which you will need to fill in the application form.
